Russia’s war of aggression against Ukraine has revealed not only military shortcomings, but also Germany’s and Europe’s high dependence in critical strategic areas such as semiconductors, digital infrastructures, and key raw materials. The West’s defense capability will therefore also depend on the extent to which these dependencies can be reduced by building up domestic capacities on the one hand, and by containing and minimizing persisting risks through strategic cooperation with our non-European partners on the other. Moreover, our future global standing will be determined by our technological innovative strength—and with it our ability to influence questions of regulation, international standards, and the responsible use of these technologies in line with our values. The discussion at the Munich Security Conference is intended to provide impulses on how Germany and Europe can assume an active role in tech diplomacy—as bridge-builders, as standard-setters, and as partners in the international competition for innovation and security.
