Socio-Ecological Transformation of German Industry: Challenges for Trade Unions

Abstract of the Presentation:

Manufacturing industries are at the beginning of a fundamental transformation. In order to achieve the climate targets set in the EU and Germany by 2045, a socio-ecological transformation is needed that requires determined and coordinated action on various industrial, economic and labour policy building sites. And this at all policy levels: from the WTO and the EU to national and regional governments and municipalities. In this context, state actors need political pressure from society and forward action from social actors, especially in the areas of sectoral policy and regional structural and transport policy. In addition to the environmental associations, the trade unions with all their experience, expertise and mobilisation power are particularly challenged.

Against the background of an overview on the main challenges in technology and economic policy in three major German industrial sectors (chemical, steel and automotive), I will highlight the most controversial political topics in the German public debate where trade union intervention is needed. This intervention, in turn, is the more effective the better trade union action at the ground floor is developed, that is, at the local and regional levels. Special attention is given to first steps in this respect taken by German unions.

Short Bio of the Presenter & Affiliation:

Steffen Lehndorff, born 1947, Dr. rer.pol., economist. Research Fellow at the Institut Arbeit und Qualifikation (Institute for Work, Skills and Qualification / IAQ), University of Duisburg-Essen, Germany. Before retiring in 2012 he worked as the Head of the Research Department "Working-Time and Work Organisation" at IAQ. His areas of research include problems of European integration, employment relations in the EU, and trade union strategies of social-ecological transformation.
